Wrapper for getUnhandledCollectionApprovals that returns the unhandled approvals for a user.
Parameters
- approvals: UserOutgoingApprovalWithDetails<bigint>[]

- ignoreTrackerIds: boolean
- Optional doNotMerge: boolean
Returns CollectionApprovalWithDetails<bigint>[]
